Interim Master Plan Presented for Bukasa Port

On May 5 GAUFF Engineering presented the “Interim Master Plan”, which was completed in April, for the development of the new Bukasa Port at a meeting of all stakeholders in Kampala, Uganda. In addition to the Minister for Public Works, General Edward Katumba Wamala, the presentation was also attended by representatives of the Ministry of Finance, the Ministry of Lands, Housing & Urban Development, and Uganda Railways Corporation.

The Interim Master Plan, prepared by GAUFF Engineering, discusses different variations for the further planning of the port on Lake Victoria. For example, various corridor variations to connect the port to the existing transport infrastructure are being examined and discussed with their respective advantages and disadvantages. Aside from the base scenarios for the required infrastructure, the Interim Master Plan also defines the socioeconomic development philosophy for the project as a whole.

As a next step, the “Draft Final Master Plan” as the final version of the master plan will be prepared by July of 2017 based on the decisions made on the basis of the Interim Master Plan. Once this is approved by the Ugandan ministries involved, detailed negotiations will commence regarding the financing and implementation of the port’s first expansion stage (Phase II).

A twelve-member delegation from Uganda travelled to Germany on a training mission from May 8 to 15 so that they would be able to perform an informed evaluation and assessment of the contents of the Interim Master Plan. The delegation consisted of representatives of the participating ministries and Uganda Railways forming the “Contract Management Team” (CMT) on the customer side. In the course of the training mission, the CMT visited the ports of Nuremberg, Brake and Duisburg in order to gain an impression of the interplay between the various carriers in trimodal ports on site. Representatives of the respective ports provided in-depth insight into the organisation and structure, and offered recommendations for the planning, implementation and subsequent operation of the new Bukasa Port in Uganda.
